3. Distribution staging. Global CDN propagation for a download in the size range GTA 6 is expected to occupy is not instant, and platform holders schedule it. This adds days, not weeks, but it is additive.
Work backwards from November 12 and a realistic lock window for the launch build lands somewhere in October, with cert submission before that. None of this is a Rockstar statement. It is what the published preload date implies.
Why "Nearly There" Is Consistent With That
Late-stage development on a project this size is not the same activity as the four years before it. By this point the game has been content complete for a while, and the remaining work is a specific list: bug triage, localisation passes across every supported language, certification compliance fixes, performance optimisation on both target platforms, and stability testing at scale.

- Store listings populate. File size estimates, language lists and version data appearing on the PlayStation Store and Xbox store are downstream of submission.
